Selling CVV numbers is card fraud. A CVV is the 3 or 4 digit code printed on a payment card. It exists to prove the person using the card number holds the physical card. Selling CVVs means selling stolen card data.

In the US, that is a federal crime under 18 U.S.C. 1029. Penalties run up to 10 years for a first offense and up to 15 years for repeat offenses. Buying CVVs, buying bitcoin with them, or running a site that brokers them falls under the same statute. Conspiracy charges apply to people who only handle the money.

Businesses that need card payments use a merchant account from an acquiring bank, or a processor such as Stripe, Square, or Adyen. Rates land around 2.6% plus 10 cents per in-person transaction. Businesses that want to accept or hold bitcoin or other crypto in the US register with FinCEN as a money services business and file under the Bank Secrecy Act.
