Why this is a hard no

In the United States, 18 U.S.C. ยง 1029 covers the production, sale, and transfer of access devices, and the penalties scale with the number of credentials and the amount of loss. Anonymity techniques do not change the underlying offense; they typically add conspiracy and money-laundering exposure on top of it. Buyers and sellers in these markets are also routinely targets of theft and extortion by the platforms hosting them.
